Three Seas Initiative – in and for the world. 3SI as a potential trendsetter in global infrastructure cooperation

The Three Seas Initiative is mainly perceived as a regional form of collaboration due to the development of infrastructure linking 13 member countries in transport, energy and digitalization. In this presentation, the attention will be focused on the global dimension of the 3SI format which is embedded in, and widely interpreted by the transregional infrastructural networks crossing Europe. The Three Seas could impact, among others, its neighborhood, for example, the Eastern Partnership, the Western Balkans, Germany, Nordic countries, and also the Mediterranean region and the Middle East. This wide range of regions proves the big cross-regional potential of this Initiative. Despite the creation of the Three Seas in 2015 and its beginning development in the last few years, the 3SI region has been experiencing plenty of processes influencing the evolution of the format. There should be at least several of them, which took place in Europe and beyond, for example the COVID-19 pandemic in 2020 and the escalation of the war in Ukraine in 2022. Moreover, some significant decisions and actions were taken regarding, directly and indirectly, an impact on the 3SI area which demands broader discussions. In this context, there could be mentioned the creation of the Global Gateway strategy of the European Union and Partnership for Global Infrastructure and Investment (PGII) by G7 extending the G20 and BRICS, and the blockade of the Red Sea by Huti in 2024. They often place or ought to place the Initiative within the globe. In this online lecture, the notice will be emphasized by analyzing the influence of the above-mentioned processes on the Three Seas and the problems for it. Furthermore, there will be recommendations to the format on how to tackle them and position them more visibly in the world. In addition, the Three Seas Initiative is not only one regional infrastructural format that intends to boost the collaboration between its member states and could have influenced the globe. Some of the other existing forms of cooperation in other regions and their potential achievements will be mentioned and given, due to them, the conclusions to the further evolution of the Three Seas. Simultaneously there will be postponed outstanding pieces of advice to the 3SI format, which could make it the peculiar form of regional cooperation being the pattern for other ones (and also other multilateral infrastructural partnerships).
